GROUP 3: Using PEFA to improve internal control

An effective control system plays a vital role across different aspects of the public financial management system in addressing risks and providing reasonable assurance that operations meet the four control objectives:

  • They are executed in an orderly, ethical, economical, efficient and effective manner;
  • Accountability obligations are fulfilled;
  • Applicable laws and regulations are complied with; and
  • Resources are safeguarded against loss, misuse and damage.

The session will present good practice in using PEFA to strengthen internal control as well as related processes and institutions. It will explore options on how PEFA can be used to further improve and strengthen such arrangements. The enhancement to the PEFA 2016 Framework with regard to internal control will be explained and opportunities to enhance this role of PEFA will be discussed.
